Go to the Manually folder
Open OpenIV
Move folder:
- flowa_ruspack → mods/update/x64/dlcpacks
Open:
- update/update.rpf/common/data/dlclist.xml
Add:

<Item>dlcpacks:/flowa_ruspack/</Item>
